Lack of publicity

The lack of public policy was the second most frequently mentioned cause of environmental problems. These included corruption, the lack of an effective punishment system, the lack of the necessary infrastructure for sorting and recycling garbage, the poor performance of utilities, and the lack of support for environmental initiatives. They also called the reluctance of businesses to introduce new environmental technologies. In all groups, there was a discussion as to which of these reasons is primary and more important: the lack of proper public policy or domestic practices in society. For example, in a group of male and female students, one participant argued that it was wrong to “transfer” responsibility to the authorities: change should start with yourself, because the state does only what is requested by society. However, most participants did not agree with this statement.
